The mayor of Benalmádena announces that the salaries of all the elect posts and of the personnel of confidence will be frozen in 2009. Likewise, in September begins to work The Office of Budgetary Control, which will control the expenses of every municipal area. This are the measures promoted by the Government, to encourage municipal saving and to stimulate the local companies.
The mayor of Benalmádena, Javier Carnero, has presented saving measures for the next fiscal year, though the majority of them will start immediately. " We are now in a critical moment for the economy, and it is necessary that this Town Hall give an example to all neighbours encouraging the saving and, at the same time, stimulating help to the local companies," the mayor declared. Among the measures, we want to emphasise, the freezing of the salaries of the elect posts and of the personnel of confidence in 2009. "Now that the business of the construction, principal economic engine of the municipality for many years, is lowering in all the levels, it is more necessary to encourage alternatives of business, reinforcing local companies", the mayor commented. In this respect, Carnero announced that there would be subsidies for entrepreneurs " whose aim will be to favour the opening of new business as well as the consolidation of already existing ones." On the other hand, the first Councillor also commented that in 2009 "we will increase the fiscal bonuses for the registered ones, lowering the tax rate as much as possible in order that the tax burdens remain in the minimal levels." The mayor of Benalmadena planed saving measures that are sustained under a clear premise of social policy." We part from the base that we cannot cut the social expenses, but reduce it significantly in other areas of the municipal management," he clarified. A new organism created by the current Government will manage all these saving measures: The Office of Budgetary Control. "We have restructured the economic area of the Town Hall to create this office, which will be supervised by the vice inspector,” explained Carnero. This office will mark the level of expenses of every area of the Town Hall. "In this way, every Council will be able to verify in every moment up to what point it can continue investing, or which will be the direct and real repercussions of the investing effort of the area," he added. In this way, and under the protection of The Office of Budgetary Control, which will start next September, we will develop the following measures of saving: 1. New contract of mobile telephony in all the areas of the Town Hall, which will suppose an annual saving of 25 per cent (between 75.000 and 100.000 Euros per year). 2. Promotion of the telematic communication opposite to the telephonic one: the contact will be mainly by means of e-mails opposite to the telephonic calls, which always suppose an expense for the administration. 3. To unify the purchase of the office material (papers, and other disposable material) of all the municipal areas in the unique head office of purchases. It will suppose an annual saving in this area (that nowadays supposes approximately 700.000 Euros per year), up to 35 per cent. 4. Limitation in overtime pay. 5. To cut the bureaucratic expenses to the minimum. 6. Plan of energetic saving: already initiated by the Council of New Technologies. 7. Wage freezing of all the elect posts and of personnel of confidence. " If the maximum moderation is demanded from the citizen in these complicated moments, we are the first, that must give an example," commented Carnero. The mayor wants to bring your attention to a fact that the Corporation of Benalmadena "is the one that counts, with the lowest salaries of the whole Costa del Sol ". The mayor, indicated that the measures of saving have been agreed by all the members of the Government, estimated the global saving of "2,5 million Euros per year ".
